+## Step 1: Codebase Exploration and Detail Verification
+- Target: Run an Explorer to verify types, schema validation, and find styles or markup patterns.
+- Verification: Explorer report on existing `EDITORIAL_CAROUSEL` patterns, build verification, and theme compliance requirements.
+
+## Step 2: Milestone 1 - Schema, Types & MCP Tooling (Backend)
+- Target: Update `packages/types/index.ts` and `apps/mcp-server/section-toolkit.ts` using `teamwork_preview_worker`.
+- Skill needed: `database-architect` (for types) / `backend-mcp-lead` (for MCP).
+- Verification: Run typecheck and verify that MCP toolkit compilation succeeds.
+
+## Step 3: Milestone 2 - Admin Page Builder Form (Admin CMS UI)
+- Target: Update `apps/admin/src/components/page-builder/EditorialCarouselForm.tsx` using `teamwork_preview_worker`.

+- Verification: Run typecheck and build in `apps/admin`.
